operational and management decisions designed to increase
project efficiencies and effectiveness.

. Ensure the reliable and coordinated operation of the water and
power functions of Reclamation projects.

. Coordinate the operations of Reclamation projects with the
operation of non-Reclamation projects on basinwide, interbasin,
interproject, and interagency bases.

. In cooperation with States and local authorities, facilitate
voluntary water transfers, exchanges and reallocations, and
water banking arrangements to more effectively use available
supplies.

. Improve data collection and forecasting capabilities to increase
effectiveness of operational decisions.

. Integrate Reclamation's hydropower resources with hydropower
and thermal power resources of other government agencies and
public utilities.

. Identify and implement modifications in project operations and
facilities when increased benefits can be achieved that are
economically and environmentally justified, that maximize
multiple uses of water to the extent possible, and that consider
all beneficial purposes in providing an appropriate balance of
uses.

. Identify and implement the conjunctive use of surface water and
groundwater supplies using Reclamation projects.
