001993

SYNOPSIS

.

ANNUAL OPERATING PLAN -- KANSAS RIVER PROJECTS

1965 OPERATIONS -- 1966 OUTLOOK

GENERAL

This is the thirteenth Annual Operating Plan for the irrigation units
in the Kansas River Projects area. The Kansas River Projects is an
integral part of the Voissouri River Basin Project and provides for
the multipurpose benefits of irrigation, flood control, municipal
water supply, recreation, fish and wildlife, stream pollution abatement
and other uses. The dams and reservoirs constructed and operated by
the Bureau of Reclamation or Corps of Engineers which serve the irriga-
tion systems are within the scope of this report. Eleven of the reser-
voirs, fifteen canal systems and six diversion dams are now in operation
in the Kansas River Projects area.

.

This report describes the operations and defines the responsibilities
of the Bureau of Reclamation and the Corps of Engineers in relation
to the Federally constructed and rehabilitated irrigation facilities
in the Republican, Solomon and Smoky Hill River drainage basins. The
irrigation operations are a responsibility of the Bureau of Reclamation,
while the flood control operations are a responsibility of the Corps
of Engineers.

The gross crop value of the irrigated project lands in 1965 was $14,070,301.
The flood damages prevented by reservoirs in the scope of this report during
1965 was $1,635,000.

Chapter I, the introduction, gives a description of the irrigation facil-
ities in the Kansas River Projects area. Chapter II summarizes the 1965
operations, and Chapter III presents the plan of operation for 1966.

1965 OPERATIONS

The water supply was adequate to meet the 1965 irrigation requirements
of 116,694 acres irrigated in the Kansas River Projects. The annual
precipitation for 1965 was above normal throu~hout the Project area.
The diversion of irrigation water to canals in the Kansas River Projects
averaged 2.20 acre-feet per acre while the farm delivery rate averaged
1.18 acre-feet per acre. Storage surplus to Project needs in Swanson
and Harry Strunk Lakes and Norton and Bonny Reservoirs during late JUly,
August and September was made available as a supplemental water supply
to 1,079 acres in the Republican River Basin.

.

The conservation pools of Bonny, Enders, Harlan County, Lovewell,
Kirwin, Webster and Cedar Bluff Reservoirs and Swanson and Harry Strunk
Lakes filled in 1965. The conservation pools of Hugh Butler Lake and
Norton Reservoir did not fill.

iv
