0020~5

Operating Plan 1966 (Contd.)

.

Norton Dam and Reservoir

Norton conservation pool is not expected to fill under "reasonable
minimwn" conditions. Reservoir storage viII be more than adequa.te
to meet the municipal water demands of Norton, Kansas. Irrigation
facilities for the Almena Irri~ation District are now under construc-
tion, but they will not be ready for diversions this year. Therefore,
it is contemplated that storage water will again be sold to the Almena
Irrigation District under Warren Act Contract, as was done in 1965.

Harlan County Dam and Reservoir

Storage and natural flow will meet the irrigation requirements for
20,000 acres in the Bostwick Irrigation District in Nebraska,
8,850 acres above Lovewell Dam, and the partial requirement of
16,650 acres below Lovewell Dam in the Kansas-Bostwick Irrigation
District. The reservoir conservation pool was full at the start of
1966; therefore, the carryover storage and available inflow will be
adequate to meet irrigation demands. The maximum expected dravdown
under "reasonable minimum" conditions will be about R.4 feet (98,260
acre-feet) below the top of the conservation pool.

Lovewell Dam and Reservoir

.

The reservoir conservation pool was full at the start o~ 1966; therefore,
normal operation of Lovewell Reservoir is planned for regulation of
the Courtland Canal as well as the storage of natural flows of White
Rock Creek. The irrigation requirements-of 16,650 acres under the
Courtland Canal below Lovewell Reservoir will be met with water stored
from White Rock Creek flows and transfers of Republican River flows and
storage releases, if required, from Harlan County Reservoir through
the upper Courtland Canal.

During periods of low water supply and when space is available in Lovewell
Reservoir, Republican River flows not required bv Superior and Courtland
Canals and downstream water rights will be diverted into Lovewell Reser-
voir. Under prolonged drought conditions, these diversions could continue
through all of the non-irrigation season except January and February.
The pool level is not expected to be below elevation 1574 (20,900 acre-
feet) at the end of the 1966 irrigation season,

Kirwin Dam and Reservoir

Kirwin conservation pool was full at the start of 19661 therefore, the
inflow and carryover storage will be adequate to meet the irrigation
requirements of 9,000 acres expected to be irri~ated under the Kirwin
Canal system in 1966.

.

14
