A formal division of water between the <br /> <br />upstream riparian and downstream riparian nations was accomplished <br /> <br />in the Mexican Water Treaty of 1944.1 Mexico was guaranteed an annual <br /> <br />amount of I. 5 m. a. f., except in time s of extreme shortage.2 The treaty <br /> <br />contained no express provision for water quality, 3 although continued <br /> <br />. <br /> <br />4 <br />agricultural use of the water in Mexico was clearly contemplated. The <br /> <br />. <br /> <br />issue of water quality came to the fore in 1961 when highly saline ground- <br /> <br />water from the Wellton.Mohawk District was pumped into the river above <br /> <br />. <br /> <br />the Mexican delivery point. Negotiations resulted in a 1965 joint agree- <br /> <br />mentS supplementing the treaty and requiring the drainage waters to be <br /> <br />periodically bypassed below the Mexican diversion point. This joint <br /> <br />agreement was superseded by a new joint agreement in 1972, 6 which <br /> <br />. <br /> <br />called for higher quality water to be substituted for the drainage water <br /> <br />. <br /> <br />delivered to Mexico. A permanent agreement (Minute 242) was reached <br /> <br />in 1973. On June 24, 1974, President Nixon signed the Colorado River <br /> <br />Basin Salinity Control Act, 7 authorizing the construction of a desalting <br /> <br />. <br /> <br />plant and other works to improve the quality of water crossing the border. <br /> <br />. <br /> <br />2 <br /> <br />. <br />
