By July 1, 1977, "effluent limitations based upon secondary <br /> <br />treatment as defined by the [EPA] Administrator,,6 are required to <br /> <br />. <br /> <br />be achieved. Discharges of industrial and new-source pollutants into <br /> <br />. <br /> <br />treatment works are subjected, under the Act, to pretreatment stand- <br /> <br />ards. 7 Performance under the conditions of a discharge permit is <br /> <br />reviewed through self-monitoring reports and agency inspections. 8 <br /> <br />. <br /> <br />Industrial Water Quality Problems. Industrial point- source <br /> <br />discharges within the CRB are also subject to effluent limitations and <br /> <br />. <br /> <br />permits. Effluent limitations for point sources "which shall require <br /> <br />the application of the best practicable control technology currently <br /> <br />available as defined by the [EPA] Administrator" are to be achieved <br /> <br />by July 1, 1977.9 Where dischal:'ges are made into publicly owned <br /> <br />. <br /> <br />treatment works, effluent limitations containing pretreatment require- <br /> <br />ments must be achieved by the same date. 10 By July I, 1983, ef- <br /> <br />. <br /> <br />fluent limitations are to be set on the basis of the "best available <br /> <br />technology economically achievable. ,,11 The monitoring provisions <br /> <br />. <br /> <br />of the Act, referred to above, apply equally well to industrial sources. <br /> <br />Agricultural Water Quality Problems. While salt concentration <br /> <br />is a major problem for lower basin agricultural uses, only the people- <br /> <br />. <br /> <br />made point sources of salinity al'e regulated by PL 92-500. A "point- <br /> <br />source" to include "any discernible, confined and discrete conveyance, <br /> <br />. <br /> <br />including but not limited to any pipe, ditch, channel, tunnel, conduit, <br /> <br />2 <br /> <br />. <br />
