Decisions <br /> <br />about water utilization will have extensive implications for the Indian <br /> <br />population for several reasons, First, a large number of Indian <br /> <br />Americans live on isolated reservations experiencing the most profound <br /> <br />poverty in America, Infant mortality rates are significantly higher, <br /> <br />life expectance is ten years less, educational attainment is less, and <br /> <br />unemployment runs as high as 80 percent. Decisions that effect the <br /> <br />availability of jobs, the quality of educational opportunities, availability <br /> <br />of medical and health care, and other social services will have profound <br /> <br />impact on the Indian population.
