<br />(b) Discussion: <br />The above comments have been grouped for discussion <br />into the following numbered categories: <br /> <br />(1) Withdrawal from Southern Division <br />(2) New customer market area <br />(3) Other market area issues <br /> <br />(1) Withdrawal from Southern Division. One of the <br />major issues which has arisen out of the Salt Lake <br />City Area's post-1989 marketing plan is centered <br />on the allocation of CRSP power to the Southern <br />Division. Many of these comments deal with the <br />nature of the present allocation of 20 percent of <br />the net CRSP capaci~y available for load in the <br />summer and 7 percent in the winter. Customers in <br />the Southern Division have made comments to the <br />effect that these percentage allocations are <br />permanent, and cannot be altered to their <br />detriment. Some Northern Division customers <br />disagree, arguing that the Southern Division <br />allocation was for the term of the original power <br />sales contracts only, and should not be deemed <br />perpetual when Northern Division preference loads <br />are now large enough to absorb all of the CRSP <br />generation. <br /> <br />83 <br />
