<br /> <br />IIIl _. ~ <br /> <br />nonpreference entities acting as agents for public entities <br />over other nonpreference entities. Special eligibility <br />requirements for wholesale utilities have been eliminated in <br />favor of contract provisions for all customers. Failure to <br />comply may result in the loss of all or a part of the <br />resources committed. In addition, certain entities taking <br />significant and tangible steps to acquire the means to <br />distribute power within designated periods of time are now <br />recognized as qualified applicants for Federal power. <br />Allocation criteria appear in Appendix B, and include the <br />following additional changes: <br /> <br />(a) Allocations may be eliminated or reduced unless <br />existing customers demonstrate compliance with the <br />spirit of the resale of electric energy article by <br />either directly or indirectly passing on the benefits <br />of purchasing federally-generated power. <br /> <br />(b) If reallocations are required, they will be made at the <br />discretion of the Administrator. <br /> <br />r0-;-..} <br />C9' The areas in Arizona served by the Continental Divide <br />Electric Cooperative, Navopache Electric Cooperative, and <br />the Littlefield Electric Cooperative that were previously in <br /> <br />i <br />the Southern Division have been included in the Northern <br /> <br />Division for administrative convenience, and the restricted <br /> <br />market area for new customers has been defined. <br /> <br />5 <br />
