C. 202.50 <br /> <br />. <br /> <br />June ? ~ 1932 <br /> <br />The President <br />The White House <br />Washington, DC 20500 <br /> <br />Dear Mr. President: <br /> <br />We are pleased to, submit to you our recommendation on the Spruce Creek <br />Wilderness Study Area on the White River National Forest in Colorado. <br /> <br />This recommendation is based on the study and report by the Forest Service <br />pursuant to section 2(e) of Public Law 95-237, of February 24, 1978. This <br />act directs the Secretary of Agriculture to review the study area for its <br />suitability or nonsuitability for preservation as wilderness and report his <br />findings to the President, who shall then advise the United States Senate <br />and House of Representatives of his recommendations. <br /> <br />The Final Environmental Impact Statement/Study Report for the Spruce Creek <br />Addition is enclosed. Public hearings, the necessary public notices, and <br />the required reviews by the State and other agencies have been completed <br />as di rected. <br /> <br />Based on the results of the study and comments resulting from public <br />involvement, we have concluded that the 8,OOO-acre study area should be <br />designated as wilderness. <br /> <br />The study report describes several alternatives, including the potential <br />declassification of an adjacent 5,500-acre portion of the existing Hunter- <br />Fryingpan Wilderness. This area, known as the Deadman Projection, and the <br />Spruce Creek Area are interrelated, particularly because of access issues. <br />Both areas were included in the Hunter-Fryingpan Wilderness Study Area <br />which was reviewed and acted upon by the Congress in 1978. The Deadman <br />Projection was included in the Hunter-Fryingpan Wilderness at that time. <br />Spruce Creek was identified for further study because of its potential for <br />other resource uses. Our proposed action recommends wilderness desi9nation <br />for the 8,000-acre Spruce Creek Area and continued wilderness status for <br />. the 5,500-acre Deadman Projection. The Spruce Creek Area would become part <br />of the Hunter-Fryingpan Wilderness. <br /> <br />Both the Spruce Creek Area and the Deadman Projection offer outstanding <br />opportunties for solitude, and unconfined recreation, particularly in con- <br />junction with the Hunter-Fryingpan Wilderness.
