Use of this re- <br /> <br />turn flow is not possible in Colorado except for small areas <br />along McElmo Creek. <br />Factors to be evaluated in this report include the effect <br />on the state line flow of all future irrigation projects, pri- <br />vate as well as Federally sponsored, including transmountain <br />diversions. Provision in all operation studies was made to meet <br />prior downstream water rights, whether decreed or in the process <br />of adjudication. <br />The last adjudication of water rights for the areas included <br />in this report was held over 20 years ago. New testimony and <br />claims were taken more recently and at present ,a general <br />adjudication is in process. <br />The study period, 1934 through 1954, was used because (1) <br /> <br />records for many of the stream gaging stations are available for <br />these years and (2) the period reflects a series of wet and dry <br />years with an overall drought condition. The annual values <br />were based on the water year, October 1 through September 30. <br />The water supply for the period 1943-54 was progressively short <br />and the water use based on these years will evaluate conditions <br /> <br />.~ <br /> <br />that must be met during prolonged droughts. Values of wateilJ: <br /> <br />supply are also given, for comparison, for longer periods. <br /> <br />II. Water Supply. <br />The discharge of the San Juan River and its tributaries at <br />significant stations is given for the water years 1934 through <br />1954 in Tables in the Appendix.
