If I am successful, by the end of the 102nd Congress, my colleagues will <br />have helped me pass legislation to redesignate the Black Canyon of the Gunnison as a national park, <br />create a new national conservation area, protect the Gunnison River from water export raids, fund <br />recreational improvements at all our Bureau of Reclamation water projects and designate the Curecanti <br />Unit of the Aspinall project as a national recreation area. <br />I am not alone in my desire to see this bill enacted. Chairman Vento and fonner President <br />Carter have pledged their support and I have doubled my efforts to address the issues that were raised <br />at the hearing that were held in Washington in March. <br /> <br />3. (Alternatives) CWCB/Nature Conservancv Flows - As recognized in the <br />Contract, the CWCB/Nature Conservancy plans to dedicate 300 cfs to the Monument. This is certainly <br />an alternative to make water available to the Monument. Necessary studies must be conducted by <br />BOREC to determine the benefit and potential damages from greater flows which fluctuate. <br /> <br />3a. CREDA; p2,'3. In the public information packet (page 16), it is claimed that benefits will result from <br />changing the delivery pattern of water ",leased from Crystal Dam to more closely resemble pre- <br />Gunnison Tunnel (1911) and pre-Aspinall Unit (1977) conditions. No explanation of these benefits is <br />provided nor is there an explanation of what adverse impacts resulted from operation of the Aspinall <br />Unit with Crystal Dam as a re-regulating dam. Clearly such analysis is within the proper scope of this <br />EIS. <br /> <br />6 <br />
