The name of this organization shall be "The Western States Water Council", <br /> <br />ARTICLE II - PURPOSE <br /> <br />The purpose of the Western States Water Council shall be to accomplish <br />effective cooperation among western states in planning for programs leading <br />to integrated development by state, federal and other agencies of their water <br />resources. <br /> <br />ARTICLE III - PRINCIPLES <br /> <br />Except as otherwise provided by existing compacts, the planning of western <br />water resources development on a regional basis will be predicated upon the <br />following principles for protection of states of origin: <br /> <br />~,,,~,::-,,,,~.;,,,..,-~u,.,,~,;:;,. <br /> <br />(1) All water-related needs of the states of origin, including but not <br />limited to irrigation, municipal and industrial water, flood control, <br />power, navigation, recreation, water quality control, and fish and <br />wildlife preservation and enhancement, shall be considered in <br />fonnulating the plan, <br /> <br />(2) The rights of states to water derived from interbasin transfers <br />shall be subordinate to needs within the states of origin. <br /> <br />(3) The cost of water development to the states of origin shall not <br />be greater, but may be less, than would have been the case had <br />there never been an export from those states under any such plan. <br /> <br />ARTICLE IV - FUNCTIONS <br /> <br />The functions of the Western States Water Council shall be to: <br /> <br />(1) Prepare criteria in the fonnulation of plans for regional develop- <br />ment of water resources to protect and further state and local <br />interests. <br /> <br />-11- <br />
