<br />, ' <br /> <br />. <br /> <br />. <br /> <br />, . <br /> <br />There will also be a water surface area of 17,275 acres that will <br />be available for fish and wildlife and recreation purposes. Of that <br />amount, 14,960 acres (top of joint use pool) will be in Narrows <br />Reservoir and 2,315 acres in Jackson Lake. <br /> <br />The November 4, 1975 memorandum from the Fish and Wildlife Service <br />states that the plan of development 'for the fish hatchery remains <br />essentially the same as that described in its October 9, 1969 report. <br />The memorandum presents a tabulation of estimated costs indexed to 1975 <br />levels; $2,120,000 for construction of the hatchery and $370,000 for <br />annual operation, maintenance, and replacement. <br /> <br />The Bureau of Reclamation's indexed costs, based on the authorized <br />costs for the unit as presented in the Fish and Wildlife Service's <br />October 9, 1969 report, results in an estimated cost of $1,440,000 to <br />construct the fish hatchery and $82,800 for annual operation, maintenance, <br />and replacement. The Bureau of Reclamation estimates are used in this <br />report. <br /> <br />Recreation Plans <br /> <br />Differences between the recreation plan in the 1973 DPR and the <br />current plan include the omission of recreation lands downstream of the <br />dam in the present plan and a new requirement to construct all of the <br />recreation facilities during the initial phase of construction. The <br />primary areas now designated for recreation development will include <br />portions of the north and south shoreS of Narrows Reservoir, and the <br />Jackson Lake area. Recreation developments in the Jackson Lake area will <br />be located on the west side of the lake instead of the north side as <br />described in the 1973 DPR. <br /> <br />There has been some concern about the water quality at Narrows <br />Reservoir and Jackson Lake being below the standards necessary to permit <br />body contact sports, such as swimming and water skiing. The National <br />Park Service has concluded that the estimates of recreation use with <br />body contact sports included are conservative. On that basis, they <br />have indicated tnat the elimination of body contact sports would not <br />result in a reduction of recreation benefits. <br /> <br />Lands to be acquired specifically for recreation purposes (970 acres) <br />are on the west side of Jackson Lake and two small parcels adjacent to the <br />land acquisition boundary on the south side of Narrows Reservoir, the <br />latter of which will be utilized, along with additional project lands, to <br />form the south shore recreation area. The utilization of lands to be <br />acquired for the dam and reservoir (17,235 acres) and the maximum water <br />surface area (17,275 acres) for recreation purposes will be determined <br />by agreements bebleen the Colorado Division of Hildlife, the Colorado <br />Division of Parks and Outdoor Recreation, and the Bureau of Reclamation. <br /> <br />8 <br />
