<br />, ' <br /> <br />. <br /> <br />. <br /> <br />, . <br /> <br />Recreation facilities will include access roads, parking areas, <br />boat launching facilities, campgrounds, picnic units, toilets, water <br />supply, shelters, beach development, and an administrative area. <br />Recreation facilities and lands will be developed and managed by the <br />Colorado Division of Parks and Outdoor Recreation under the provisions <br />of Pub 1 i cLaw 89-72. <br /> <br />The National Park Service's memorandums of February 17 and March 17, <br />1976, and the Colorado Division of Parks and Outdoor Recreation's letter <br />of February ~5, 1976, are appended to this report. <br /> <br />Land Acquistion Requirements <br /> <br />Land acquistion requirements for Narrows Dam and Reservoir, as <br />initially proposed in the 1967 feasibility report and the 1973 DPR, <br />deviated from established interagency land acquisition policy. These <br />deviations were based upon judgmental decisions stemming from the <br />nature of the reservoir site and its plains location. <br /> <br />Criteria for land acquisition reflected in the 1967 feasibility <br />report and the 1973 DPR were primarily for the acquisition of lands in <br />fee title to the top of the joint-use pool including lands needed for <br />permanent structures and for additional lands needed specifically for <br />recreation and fish and wildlife purposes. Easements would have been <br />obtained for the remaining lands to the top of the flood control pool. <br />No easements would have been obtained on lands within the surcharge <br />pool. <br /> <br />Current. criteria call for acquisition in fee title of all lands <br />below the top of the flood control pool of the reservoir and additional <br />lands needed specifically for recreation and fish and wildlife purposes. <br />Lands within the surcharge pool outside the acquisition line will remain <br />in private ownership and damages will be paid only upon actual flooding <br />and receipt of landowners' claims for damages from such flooding. <br /> <br />Following is a comparison of proposed land acquisition by anticipated <br />uses at the time of authorization and the 1973 DPR and for the current <br />plan: <br /> <br />9 <br />
