In addition, House Document 320. contemplated that a <br />contract between the owners of Jackson Lake and the United States will <br />specify a service charge to be paid by the former of $10,000 annually. <br />That service charge will be based on savings in annual operation, <br />maintenance, and replacement costs currently est.imated to be $21,800 <br />annually. These savings will result from providing replacement <br />service to the present users cf the Jackson Lake water supply from <br />Narrows Dam and Reservoir. The $10,000 annual service charge will be <br />applied to the repayment of the' irrigation constructfon allocation and <br />will be in addition to the $724,850 annual payment made by the Lower <br />South Platte and Central Colorado Hater Conservancy Districts. Based on July 1975 prices, the irrigation allocation is <br />$77,145,000; therefore, $40,395,000 will be required from P-SMBP <br />power revenues to repay the entire allocation. The most recent rate <br />and repayment study for the Pi ck-Sl oan Mi ssolJri Bas in Pro~ram shows <br />tha.t the required revenues for power assistance will be available at <br />the time they become due. <br /> <br />Recreation and Fish and Wildlife <br /> <br />The terms of the Federal Hater Project Recreation Act and the <br />Water Resources Development Act of 1974 (Public Laws 89-72 and 93-251, <br />respectively) provide for repayment of one-half of the separable costs <br />allocated to recreation and one-fourth of the separable costs allocated <br />to fish and wildlife enhancement.
