.

.

.

Cost Allocation

Project costs, interest during construction, and OM&R costs have
been allocated concurrently by the separable costs-remaining benefits
method, using a 100-year period of analysis with interest at 3~ percent.
The allocation to high\~ay improvement is limited to that portion of
separable costs of construction to current standards which exceed the
cost of replacement in kind as provided by Section 208 of the 1962
Flood Control Act (Public Law 87-874). The derivation of the separable
and joint costs and the cost allocation is presented in tables 3 and 4,
respectively.

Repayment

Irrigation

Hydrologic conditions pertaining to the Narrows Unit have been
reevaluated using a 28-year study period of historic conditions versus
the previous 15-year period. The current evaluation of the probable
average annual water supply ~~bQWs an increase in salable project W?ter.
It is no\~ estimated that:.J)3,OOJl:":~~_feetj of water annually will be
available for water sales in'the project area. However, in the event
that a portion of the Weldon Valley Canal rights should not be avail-
able for acquisition for project purposes, appropriate repayment
adjustments will be made prlor to the initial delivery of water.

Irrigation payment capacity for the project area has been computed
using the current farm budget analysis, which resulted in a payment
capacity at the farm headgate of $14.56 per acre-foot. Adjustments to
compensate for river and distribution system losses reduces the payment
capacity to $7.68 per acre-foot at Narrows Dam. The following tabulation
shows the derivation of the payment capacity and recommended water charge
at Narrows Dam and Reservoir.

Derivation of payment capacit) at Narrows Dam
(per acre-fuot .

At farm headgate
Adjusted for 38 percent distribution
system loss
Adjusted for 15 percent river loss
Recommended water charge
Less annual OM&R costs ($63,800 f 133,000 ac-ft)

Available for repayment of construction
obl igation

Present estimate
$14.56

9.03
7.68
5.93
0.48

$ 5.45

22
