<br />. <br /> <br />. <br /> <br />. <br /> <br />Cost Allocation <br /> <br />Project costs, interest during construction, and OM&R costs have <br />been allocated concurrently by the separable costs-remaining benefits <br />method, using a 100-year period of analysis with interest at 3~ percent. <br />The allocation to high\~ay improvement is limited to that portion of <br />separable costs of construction to current standards which exceed the <br />cost of replacement in kind as provided by Section 208 of the 1962 <br />Flood Control Act (Public Law 87-874). The derivation of the separable <br />and joint costs and the cost allocation is presented in tables 3 and 4, <br />respectively. <br /> <br />Repayment <br /> <br />Irrigation <br /> <br />Hydrologic conditions pertaining to the Narrows Unit have been <br />reevaluated using a 28-year study period of historic conditions versus <br />the previous 15-year period. The current evaluation of the probable <br />average annual water supply ~~bQWs an increase in salable project W?ter. <br />It is no\~ estimated that:.J)3,OOJl:":~~_feetj of water annually will be <br />available for water sales in'the project area. However, in the event <br />that a portion of the Weldon Valley Canal rights should not be avail- <br />able for acquisition for project purposes, appropriate repayment <br />adjustments will be made prlor to the initial delivery of water. <br /> <br />Irrigation payment capacity for the project area has been computed <br />using the current farm budget analysis, which resulted in a payment <br />capacity at the farm headgate of $14.56 per acre-foot. Adjustments to <br />compensate for river and distribution system losses reduces the payment <br />capacity to $7.68 per acre-foot at Narrows Dam.
