<br />, ' <br /> <br />. <br /> <br />. <br /> <br />PRECONSTRUCTION AND CONSTRUCTION SCHEDULE <br /> <br />The initia.l construction activity, after the fil ing of the final <br />environmental statement and the execution of repayment contracts, will <br />be the purchase of lands (rights-of-way) required for construction of <br />the Union Pacific Railroad relocation and for dam borrow material. <br />Fi rst award of a major contracti s schedul ed in September 1977 for <br />relocation of the Union Pacific Railroad. As shown on the attached <br />Project Control Schedule, exhibit.3, this initial construction contract <br />will be followed by contracts to construct (1) recreation facilities <br />at ,Jackson Lake, (2) State highway and county road relocations. <br />(3) the dam and appurtenant works, (4) fish and wildlife facilities <br />including the fish hatchery and rearing ponds, and finally (5) <br />reservoir clearing; Additional recreation facilities will be <br />constructed periodically throughout the term of project development. <br /> <br />The anticipated period to acquire necessary lands and build all <br />facil ities for the NarroHs Unit is expected to cover 7 years, as shown. <br />Initial reservoir storage is scheduled to begin in January 1983 with <br />initial project water deliveries predicated upon attaining adequate <br />storage in the reservoir before declaring project water available. <br /> <br />AGRICULTURAL ECONOMY <br /> <br />General <br /> <br />Agricultural conditions have significantly changed since the <br />previous studies were made, and the data collected at that time are <br />not ~seful for a current evaluation. The size and organization of a <br />typical farm has changed materially. Yields have increased beyond <br />those previously projected for the 1980's. Labor efficiencies and <br />capital intensification have far exceeded previous projections. L ive- <br />stock production has increased significantly in the area over the past <br />10 years. <br /> <br />Farm size has increased from 530 acres in the previous analysis for <br />both repayment and benefit analyses to 580 acres for repayment and 880 <br />acres for benefit evaluation. The previous analysis used a supplemental <br />approach with a ~imilar size farm representing the ':Iith and without <br />project conditions. The present analysis uses a new land equivalent <br />method and has a 2,200-acre nonirrigated farm to represent the typical <br />without condition for the benefit analysis. The livestock program on <br />the current without farm is a cow-calf operation which is typical for the <br />large, nonirrigated farm, and a feeder operation for the with condition <br />farm. The previous analysis used only a feeder-calf operation on all budgets. <br /> <br />The current plan will provide a supplemental water supply to <br />irrigable lands within the Lower South Platte Water Conservancy District <br />(166,370 acres) and the Central Colorado Water Conservancy District <br />(120,700 acres). The Central Colorado Water Conservancy District is <br />located upstream from the Narrows Reservoir site and will be served __ <br />through an exchange arrangement. Approximately 12~ percent of the new <br />water supply will be committed to this upstream exchange area. <br /> <br />13 <br />
