<br />100597 <br /> <br />Federal law. The availability of water of proper quality may have a serious <br />effect on the costs or feasibility of a future use. The primary means of <br /> <br /> <br />achieving this objective is through treatment of point source discharges and <br /> <br /> <br />adherence to proper land management to reduce the pollutant load from nonpoint <br /> <br /> <br />source discharges. Toxic and other harmful waste discharges which detract from <br />water quality or land useability should be eliminated. <br />Implementation of effective land conservation measures for control of <br />erosion and siltation shall be encouraged by the State. The state should aid <br /> <br />feedlot operators and local governments to comply with water quality standards <br /> <br />through state technical, administrative, and financial assistance in the <br /> <br />construction of pollutant control facilities. Incentives shall be provided to <br /> <br />land disturbers to implement best management practices to reduce nonpoint <br /> <br />source pollution. <br />It shall be the policy of the State to encourage the use of stored waters <br /> <br /> <br />for water quality enhancement and stabilization of streamflows provided that <br /> <br /> <br />such enhancement will not be used as a substitute for compliance with effluent <br /> <br /> <br />standards. While dilution may be a means of controlling water quality, it does <br /> <br /> <br />not meet the needs for control of manmade or man-caused pollution. <br /> <br /> <br />In making public investments, the State shall attempt to enhance water <br /> <br />quality or at least to minimize the degradation of water quality. <br /> <br />WYOMING <br /> <br />Water quality is a factor of prime importance to the state and specific <br />state functions are conducted to assure that water quality is maintained and <br /> <br />improved where practical. All point discharges are subject to control and are <br /> <br />administered under a permitting system providing positive regulation to assure <br /> <br />conformance with State and Federal requirements. Water quality management <br /> <br />plans for the State will be implemented in conformance with P.L. 92-500, the <br /> <br />G-53 <br />
