<br />, <br />00059~ <br /> <br />c. improved effluent modification; <br /> <br />d. diversion; <br /> <br />e. shoreline stabilization; and <br /> <br />f. construction of sanitary dump stations for marine holding tanks. <br /> <br />The Iowa Department of Environmental Quality should continue to use <br /> <br />discharge permits as the principal enforcement mechanism to assure compliance <br /> <br />by each discharger. <br /> <br />More effort should be expended on improvement of treatment plant operation <br /> <br />and maintenance. Multiple plant sharing of qualified operators and laboratory <br /> <br />facilities should be encouraged, and more technical assistance should be <br /> <br />provided primarily through university extension services. <br /> <br />state financial assistance should be provided to small cities where needed <br /> <br />to offset the higher per capita costs of community environmental improvements. <br /> <br />Consideration should be given to such alternatives as loans, grants, and <br /> <br />revolving funds. <br /> <br />Municipalities should practice strict enforcement of local ordinances on <br /> <br />sewer, housing construction, inspection, industrial in-house waste recovery, <br /> <br />and pretreatment. <br /> <br />KANSAS <br /> <br />A long-range goal of the State is the protection and improvement of the <br /> <br />quality of its water supplies. Specific objectives are declared to be: <br /> <br />a. the achievement of Federal drinking water standards for bacterial, <br /> <br />chemical, and physical quality characteristics for public water <br /> <br />supplies; <br /> <br />b. the maintenance of the quality of water in water courses within the <br /> <br />State so that the dissolved oxygen never falls below five milligrams <br /> <br />per liter and the maximum water temperature each day during the <br /> <br />G-49 <br />
