<br />WATER-ASSOCIATED OUTDOOR RECREATION <br /> <br /> <br />COLORADO <br /> <br /> <br />All water bodies, both public and private, should, to the extent <br /> <br /> <br />practicable, be made available for recreational uses. Investigations should be <br /> <br /> <br />made for Federal reservoirs to examine possible structural and operational <br /> <br /> <br />modifications to meet recreation and fish and wildlife demands. State and <br /> <br /> <br />Federal agencies should develop plans for and provide technical assistance to <br /> <br /> <br />local entities to enable them to take the necessary actions to make private <br /> <br /> <br />reservoir waters available to the public, where feasible. <br /> <br /> <br />IOW/!. <br />Iowa should expand its investigation and analysis of the water-oriented <br />recreationist and the water-oriented recreation base. The impact of the energy <br />situation should also be considered. The information will be used to determine <br />user needs and resource capabilities and to formulate management and <br /> <br />enforcement techniques. <br /> <br /> <br />Iowa should expand the acquisition and development of additional public <br /> <br /> <br />access facilities to existing flat and flowing recreation waters. Access <br /> <br /> <br />provisions for the public should take precedence over private landowner access <br />where needs, demands, and public investment so indicate. <br />Iowa should carefully study the need and suitable locations for new' <br />recreational impoundments. Iowa should lend technical assistance to electric <br />utilities and water supply proponents for potential use of their proposed <br />impoundments for public recreation. Potential impoundment sites, regardless of <br />proposed use, should be considered for protection from development by the <br />State. Future water supplies and management may depend upon these sites. <br />The public's right to use flowing water should be redefined either <br />legislatively or judicially to include the right to float and walk the <br />streambed for recreation purposes. <br /> <br />G-40 <br />
