<br />-OlJU:J8l:i <br /> <br />NATURAL, HISTORIC, AND CULTURAL RESOURCES <br />COLORADO <br />Federal and State agencies should complete a program of identification of <br /> <br />nationally significant natural areas in connection with the national landmarks <br /> <br />program and comparable State programs. There is also the need for the <br /> <br /> <br />initiation of comprehensive inventories and analyses of natural lakes to <br /> <br /> <br />identify more definitely those with high recreational, natural, and fish and <br /> <br /> <br />wildlife values. <br /> <br />IOWA <br />Iowa's natural lakes must be protected. NO new allocations of water from <br /> <br />these lakes should be allowed, and current users should not be allowed to make <br /> <br />any substantial increases in the current withdrawal rate. Therefore, the Iowa <br /> <br />Natural Resources CounciJ, by the rule-making procedure, should prohibit any <br /> <br />new withdrawals from these lakes and deny any requests for substantial <br /> <br />increased withdrawals from current users. <br /> <br />A "scenic rivers program" should be established, staffed, and funded <br /> <br />within the Iowa Conservation Commission to carry out section I08A of the state <br /> <br />Code for the planning, administration, and maintenance of an Iowa scenic rivers <br /> <br />system. Criteria for selection of the scenic river segments will be developed <br /> <br />in order to analyze Iowa's rivers, identify segments for inclusion, and <br /> <br />establish priorities for the river segments for detailed planning. <br />The development of a "scenic rivers program" demands that a higher funding <br /> <br />and staffing priority be established for it by both the legislature and the <br /> <br />conservation commission. <br /> <br />KANSAS <br />Water-related natural areas are most often developed through the <br /> <br />mitigation and enhancement process during Federal water resources development. <br /> <br />G-31 <br />
