Reclamation is also preparing a Navajo Reservoir Resource Management Plan (RMP) and
associated Environmental Assessment for long-term management of land related resources at the
reservoir.

3. DEVELOPMENT OF ALTERNATIVES

The research and monitoring data and analyses that have already been completed; will be
fully used to develop the EIS, Depending on the alternatives developed, it is expected that some
additional basic field level data gathering will be required, It will be important to develop sufficient
data adequacy and analysis, so that each practicable alternative is given a fair and objective
evaluation,

Identify and Develop Alternatives

Alternatives developed to date include the following:

.

No Action (dam operations with no concern for meeting the flow recommendations)
Flow Recommendations with 250 cfs. (minimum releases) - 5,000 cfs (maximum releases)
Modified Flow Recommendations with 250 cfs (minimum winter releases), 400 cfs (minimum summer
releases) - 5,000 cfs (maximum releases)
Modified Flow Recommendations with 500 cfs (minimum releases) - 5,000 cfs (maximum releases)
Modified Flow Recommendations with 250 cfs (minimum releases) - 6,000 cfs (maximum releases)
Modified Flow Recommendations with 500 efs (minimum releases) - 6,000 efs (maximum releases)

.

.

.

.

.

Additional alternatives may be suggested by the Reclamation's EIS team, cooperating
agencies who will assist in preparing the EIS, or the public,

4. ANALYSIS OF ALTERNATIVES

This POA envisions the development/identification of a reasonable range of alternatives
focusing on meeting the intent of the flow recommendations for endangered fish in the San Juan
River, Several initial alternatives will be assessed, Suggestions from the public and affected
agencies will be evaluated by Reclamation, and potential new or modified alternatives may be
developed, As an example. a series of scoping meetings were held in Colorado and New Mexico, in
November, 1999, Information acquired from these meetings have been used to develop the range of
alternatives shown above,

Reclamation will invite other federal agencies, states, American Indian tribes, local
governments, and the general public to help determine the scope of the issues to be addressed in the
Draft Environmental Impact Statement (DEIS), When the DEIS is complete, its availability will be
announced in the Federal Register, local news media, and through direct contact with interested
parties so that comments can be solicited,

8
