ISSUE IDENTIFICATION AND DISPUTE RESOLUTION <br /> <br />Unresolved issues can lead to misdirection of effort, and delays in the preparation of the EIS, <br />It is in the interest of all parties to this effort that any issues or problems be identified and resolved at <br />the lowest level of decision making, and in the most expeditious manner as possible, The process of <br />dispute resolution is generally referred to in the description for the EIS program management (see <br />previous section 8. "Process/Program Management"), For instance, if a dispute occurs the <br />Management Team will attempt to reach consensus with the involved parties, and if consensus is not <br />reached. the party(s) which do not agree can request a review and decision by the Project Sponsors, <br /> <br />As the lead federal agency for NEP A compliance, Reclamation is responsible for all final <br />decisions relating to the Navajo Reservoir Operations EIS, Reclamation will make all reasonable <br />efforts to resolve issues with the cooperating agencies in a collaborative and timely manner.
