The amendment to the operating <br />principles was approved by the ARCA as an exhibit to a resolution proposed, modified and agreed <br />to during a telephone meeting on January 26, 1996 and signed by May 30, 1996. Otherwise, the <br />operating principles remain as originally approved. <br />III. Review of Operating Principles <br />A. Issues To Be Reviewed <br /> <br />The District requested Reclamation to perform a "10 year review" of the operating <br /> <br />principles for the Project pursuant to Article VI of the operating principles on December 6, 1994. <br /> <br /> <br />The ARCA also requested Reclamation to perform a 10 year review of the operating principles at <br /> <br /> <br />its annual meeting December 13, 1994. Representatives of Reclamation attending the meeting <br /> <br /> <br />agreed to perform the review and presented the general procedures that would be used to initiate <br /> <br /> <br />the review. The general procedures to be followed were: (1) The District, Kansas and Colorado <br /> <br /> <br />would individually submit to Reclamation issues to be reviewed; (2) Reclamation would hold a <br /> <br /> <br />scoping meeting in February or March of 1995 to determine the issues to be reviewed; (3) <br /> <br /> <br />Reclamation would conduct the review with particular emphasis identified at the scoping meeting. <br /> <br /> <br />The District submitted a list of issues to be reviewed on April 14, 1995. Absent submittal <br /> <br /> <br />of issues by Colorado and Kansas, Reclamation specifically requested Colorado and Kansas to <br /> <br /> <br />submit their issues of concern by July 15,1995 so that Reclamation could proceed with the <br /> <br />review. Reclamation received Colorado's list of concerns on July 17,1995. Colorado urged <br /> <br />Reclamation to schedule the scoping meeting as soon as possible with the states, the District and <br /> <br />the Army COI1JS of Engineers to discuss the scope, methodology and schedule for the 10 year <br /> <br />review. Reclamation subsequently scheduled the scoping meeting to be held in Denver, Colorado <br /> <br />7 <br />
