Although land classification requirements were exempted from COI1Js <br />Projects by the Reclamation Reform Act of 1982 and were eliminated from the contract between <br />Reclamation and the District in 1986, land classification requirements are still included in the <br />operating principles. Consequently, the irrigation oflands other than Class 1,2, and 3 is a <br />violation of the operating principles. The District has not contracted for administration of all the <br />water rights listed in the operating principles and the total allowable irrigated acreage should be <br />reduced accordingly. The District has not developed a methodology to veritY that the allowable <br />irrigated acreage limitation is not exceeded in any year. <br />F. The operation of the Trinidad Project has not resulted in an increase in depletions of <br /> <br />Purgatoire River flows in the Project area and has had no effect on downstream Colorado and <br /> <br />Kansas water users in accordance with Kansas' Condition NO.4 for approval of the operating <br /> <br /> <br />principles. The hydrologic analysis indicates there may have been a slight decrease in depletions <br /> <br /> <br />resulting from Project operations compared to depletions that would have occurred under <br /> <br /> <br />historical conditions. <br /> <br /> <br />G. The District has not attained optimum beneficial use of the District water supply. The <br /> <br /> <br />District has not determined individual ditch losses for the allocation of the District water supply <br /> <br /> <br />nor has the District limited individual ditch diversions to the amount allocated. The District has <br /> <br /> <br />not developed a methodology for determining a current real time irrigation requirement. Absent <br /> <br /> <br />the determination of a real time irrigation requirement, the District is unable to limit the allocation <br /> <br /> <br />or the delivery of water to the irrigation requirement. The District delivered more than the <br /> <br /> <br />irrigation requirement in seven of the ten years of the review period. The over delivery may not <br /> <br />32 <br />
