<br />12-6-91 <br /> <br />SCOPE OF SERVICES <br />Page 8 <br /> <br />. <br /> <br />Subtask 1.3: Needs Analysis <br /> <br />At the highest level, the objective of this task is to define in layman's terms how the <br />resulting Planning Model should work when completed. Needs analysis is the first fonnal <br />step in the software development process. It is also the foundation upon which all later <br />stages of specification and design are based. The needs analysis will address several <br />different subject areas ranging from definition of the water supply facilities to be <br />represented to the "look and feel" of computer screen displays and user interactions. Each <br />of these subject areas is addressed by a subtask described below. <br /> <br />Within each of the areas of needs to be analyzed, the process will encompass several <br />phases. The first phase is gathering ideas or "brainstorming." This phase will be <br />particularly important with respect to defining the role of the model within an open <br />planning process and with respect to specifying the modes of user/model interaction. <br />Hydrosphere's role during the first phase is primarily to listen and learn, but also to help <br />elicit information and structure discussion. The second phase is the integration and <br />analysis of the ideas gathered from all participants. During this phase Hydrosphere will <br />summarize and evaluate the users' ideas from the standpoint of cost and feasibility, identify <br />opportunities and tradeoffs, add recommendations and raise questions. The third phase is . <br />prioritizing and agreeing upon the needs which the Planning Model is intended to meet. <br />It is anticipated that at least two meetings each of the Sponsors Committee and the Public <br />Focus Group will be held during the needs analysis. Hydrosphere will operate a discussion <br />moderator during these meetings. <br /> <br />Subtask 1.3.a: Define Existing Water Rights and Projects to be Represented <br /> <br />The simulation component of the Planning Model must represent the administration <br />and operation of a variety of basin water rights and water supply systems. The objectives <br />of this subtask are to identify those existing rights and facilities that should be represented <br />in the model and to clearly articulate their assumed methods of administration or <br />operation. Certain rights and facilities have already been identified by the Sponsors <br />Committee; these are listed below: <br /> <br />a. The Taylor Park-Blue Mesa Exchange <br />b. The Uncompahgre-Dallas Creek Project Exchange <br />c. Taylor Park Water Rights <br />d. Aspinall Water Rights <br />e. Aspinall "Subordination" Accounting <br />f.
