.

.

.

.;'l '!" ,"'. 7'~
<) J;-, "J

12-6-91

SCOPE OF SERVICES
Page 11

Subtask 1.3.f: Define Correspondence with Accounting Spreadsheet

Development of the Planning Model will occur in parallel with development of the
Accounting Spreadsheet by USBR. The objective of this subtask is (0 assure
correspondence between these two pieces of software--there must be logical consistency
between the two in terms of water rights administration and project operation assumptions.
These issues of correspondence will be identified through the review of the scope and
current progress of work on each piece of software and through a joint meeting between
the Sponsors Committee, the USBR technical development staff, and the Hydrosphere
technical development staff. If necessary, a follow-up meeting will be scheduled to resolve
any outstanding issues of inconsistency. Thereafter, periodic checks will be made to
identify and resolve any changes in the scope and direction of work on each piece of
software.

Subtask 1.3.g: Define Target Computing Environment

The objective of this task is to define the type of computer hardware that will be
necessary to effectively use the Planning Model. One consideration in this regard is the
types of hardware systems currendy owned by the various members of the Sponsors
Committee. Another important consideration relates to the desired operation of the model
as discerned during Subtasks 1.3.a through 1.3.f above; it may be that the "lowest common
denominator" of existing computer hardware is incapable of supporting many of the types
of simulation and user interaction operations that are desired by the Sponsors Committee.
The tradeoff then would become one of giving up model functionality to avoid costs of
upgrading hardware. The definition of the target computing environment will be
accomplished through a survey of existing Sponsors Committee hardware, a survey of
current costs for upgrading those systems to varying degrees, and a tradeoff analysis that
compares proposed Planning Model functions to the capabilities of various hardware
systems.

Subtask 1.3.h: Prioritize Needs

The foregoing subtasks in the needs analysis will have identified a host of desired
Planning Model functions and features. The objective of this subtask is to summarize and
prioritize those functions and features in light of available project resources and the target
computing environment identified in Subtask 1.3.f. This prioritization will involve
considerable discussion among the Sponsors Committee with Hydrosphere providing
supporting infonnation on development costs and hardware requirements. The result of
this task will be the clear definition of the functions and features to be incorporated into
the Planning Model.
