12-6-91

SCOPE OF SERVICES
Page 10

.

will be accomplished through provlSlon of in-kind services of Sponsor.; Committee
member.;. Definition of desired model time step will also be accomplished in this subtask.

Subtask 1.3.d: Definition of Planning Process and Intended Uses of the
p\lInning Model

A primary objective for the Planning Model is that it be usable by a variety of
organizations and interest groups who may want to participate in the planning process.
In order to meet this objective, a careful analysis will be made of the planning process
itself. The goal of this analysis will be to identify the different roles or intended uses of
the model in the planning process and the particular capabilities which the Planning Model
will need to possess in order to support the full range of intended user.;. It is anticipated
that the model will need to provide capabilities for specifying a new scenario relative to
an existing scenario, for comparing their impacts and for documenting the assumptions
underlying each. It may be important for different users to be able to replicate each other's
scenarios and results easily in order to build confidence in the reliability and interpretation
of model results. And it may be desirable to provide various security measures so that
assumptions cannot be hidden. A related goal of this subtask will be to define the set of
intended users of the Planning Model in tenns of the levels of technical skill and knowledge
of basin hydrology which may be assumed.

.

Subtask 1.3.e: Definition of Desired User Interface Characteristics

Based upon the results of the preceding subtasks, Hydrosphere will work with the
Sponsor.; Committee to define the desired characteristics for the Planning Model's user
interface. This will include the logical sequences in which operations may be performed,
the modes in which data may be entered or modified, the means by which choices can be
indicated, the types of information to be generated by the model and the means of display
and output of results. Beginning at this stage of the project and continuing throughout the
tasks of specification, programming and testing, it will be important for Hydrosphere to be
able to work directly with a group which represents the intended hands-on user.; of the
Planning Model. User interface layouts and components should be tested by this group for
under.;tandability and to detect logical flaws in preliminary designs. The user.; group
should be designated by the Sponsor.; Committee. A tentative schedule will be developed
for their involvement over the duration of the project, but the principle of user testing is
that early and frequent user involvement in the design process is highly beneficial.

.
