MWSI Project
Phase II Effluent Management Summary Report - DRAFT

in "first use" water supply. The second involves providing reusable effluent as a
substitute supply to another party in exchange for the use of storage or conveyance
facilities that are "freed up" as a result of the substitution arrangement. For example, an
arrangement which would provide reusable effluent as a substitute late season irrigation
supply to the Burlington Companies may free up capacity in Barr Lake, which could then
be used for municipal purposes. Here the benefit is an indirect increase in water supply
due to increased system efficiencies.

August 22, 1995

SUBSTITUTION
I
I
Upstream Exchange/Substitution Provide Effluent to Free Up Facilities
Figure 6: Substitution Scenarios

The category of Upstream Exchange/Substitution can be further broken down by
ownership of the supplies and facilities uses in the exchange, as shown in Figure 7.
Traditional exchange scenarios involve using one's own water rights and facilities to
effect the exchange. An altemative is to use someone else's water rights or facilities to
do the same thing.

13
