The second involves providing reusable effluent as a <br />substitute supply to another party in exchange for the use of storage or conveyance <br />facilities that are "freed up" as a result of the substitution arrangement. For example, an <br />arrangement which would provide reusable effluent as a substitute late season irrigation <br />supply to the Burlington Companies may free up capacity in Barr Lake, which could then <br />be used for municipal purposes. An altemative is to use someone else's water rights or facilities to <br />do the same thing. <br /> <br />13 <br />
