Project Objectives <br /> <br />Pursuant to the authorization for funding of the Project by the Colorado General <br />Assembly and the Governor"s Executive Order establishing the Front Range Water <br />Forum, the primary objective of this study is to identify and support cooperative <br />solutions to Denver metro area water supply problems. The key to achieving this <br />goal is the involvement of the T AC with its charge to foster collaborative efforts <br />among water users and to take advantage of existing areas of information and <br />expertise. <br /> <br />In April of 1994, the T AC held a two-day retreat intended to enhance working <br />relationships between members, develop ground rules and a mission statement for <br />continued work, and define an organizational structure that would promote timely <br />completion of scoping. The T AC initially agreed to focus the Project's efforts on <br />four categories of water supply options: Conjunctive Use; Effluent Management; <br />Interruptible Supply; and Systems Integration. Four work groups were established <br />to develop scopes of work and to oversee the efforts of the consulting team in <br />carrying out the necessary investigations. <br /> <br />Following the retreat, the work groups each held several meetings and developed <br />scopes of work for Phase II of the Project which are sununarized below. <br /> <br />1. Conjunctive Use <br /> <br />Conjunctive use is the coordinated use of surface and ground water in such a way <br />that a more efficient use of each resource is achieved than could be attained by <br />separate and independent use. For the purpose of this investigation, conjunctive <br />use has three water supply components: 1) surface water supplies from various <br />sources, 2) ground water in the Denver Basin bedrock aquifers north of the <br />Palmer Divide, and 3) ground water in the South Platte alluvial aquifers. <br /> <br />The Phase II scope of work for the conjunctive use investigations will: 1) review <br />background information on components and issues of conjunctive use of surface <br />water with Denver Basin ground water and with the South Platte alluvial aquifers; <br />2) initially identify conceptual conjunctive use plans; and 3) provide design <br />criteria and economic analysis of the conceptual plans. <br /> <br />2. Effluent Management <br /> <br />The purpose of this investigation is to develop conceptual effluent management plans <br />which focus on increasing regional water supplies while complementing (or at least <br />not interfering with) water quality efforts of the Metro Wastewater Reclamation <br />District and others. <br />
