<br />Metropolitan Water Supply Investigations - Phase II Plan of Study <br />7/5/94 4:17 PM <br /> <br />Page 25 <br /> <br />This sub-task will focus primarily on effluent management opportUnities in the <br />metro Denver area and on the mainstem of the South Platte River from <br />Chatfield Reservoir downstream to the Big Thompson River. The <br />investigation will also identify possible opportunities on South Platte River <br />tributaries in this reach. However, these investigations will be limited to <br />opportunities on Bear Creek, Clear Creek, Big Dry Creek, and lower Cherry <br />Creek (below Cherry Creek Reservoir). Effluent sources may include treated <br />water discharged from one or more of the following treatment plants: Metro; <br />Broomfield/Big Dry; Englewood/Littleton; Centennial; Glendale; <br />Coors/Golden; Northglenn, and Westminster. <br /> <br />b) Approach <br /> <br />Using the results of Task 4, compile information on effluent supply and <br />existing and potential uses into an analytical baseline presentation. List the <br />general categories of sources of effluent to be considered (e.g. treatment plant <br />discharges, urban drainage, lawn watering return flows, etc.). Determine, <br />quantify, and characterize current and future effluent sources in terms of <br />flow, water quality, timing, and flexibility of timing. Defme existing <br />Burlington system and the Consolidated Ditches operations and their <br />respective calls on upstream metro area municipal diversions. Identify existing <br />decreed and undecreed exchanges involving effluent and existing constraints <br />on the use of such exchanges. Present underlying assumptions. <br /> <br />Identify and quantify potential uses for effluent (potable, non-potable [not <br />including agriculture], e.g. Burlington), exchange/substitution, augmentation) <br />and the timing of potential uses. This will include identifying the role of <br />storage (both surface and alluvial groundwater) in managing the timing of <br />reusable effluent delivery (effluent banking) or augmenting the use of <br />nonreusable effluent. Both upstream (above Metro) and downstream (below <br />Metro) storage and the effect of diurnal streamflow fluctuations below Metro <br />will be considered. <br /> <br />Defme effluent-related exchange potentials. Identify diversions potentially <br />servable with effluent and determine the degree to which these diversions call <br />water past municipal diversion points. <br /> <br />Identify water quality thresholds for use of effluent for various potable and <br />nonpotable purposes using results from sub-task 4g. Review existing <br />information regarding the cost and feasibiliry of various treatment technologies <br />
