Sub-Task 5b: Effluent Management Options and Summary Report

a) Purpose

Using Task 4 results, establish a baseline condition to serve as a point of
departure for design of conceptual management plans.

Generally formulate effluent management alternatives that have the potential to
increase the yield of regional municipal water supplies.

Based on the alternatives developed, identify the institutional issues which may
restrict the use or reuse of effluent. These issues will predominantly fall under
the categories of water rights, water quality suitability for various uses, and
ownership.

Determine an economics-based methodology for screening potential uses of
effluent which considers the costs of treatment, storage, conveyance, etc.

Identify potential environmental impacts of possible effluent management
schemes with respect to macro issues (depletions to Nebraska) and site-specific
issues (wetlands, water quality, instream flows through Denver, etc.).
