Chang <br />the qualifiqations for the executive director of the department of publ' <br />health and environment. As an alternative to a degree of doctor of medicin <br />authorizes the executive director to have a degree of doctor of osteopat <br />or, at a min~mum, experience or education in public administration and publi <br />or environmehtal health. States that, if the executive director has a degre <br />of doctor of. medicine or doctor of osteopathy, such person must also mee <br />certain educational or experience requirements. <br /> <br />Require~ the executive director to appoint a chief medical officer wh <br />has a degreeIof doctor of medicine or doctor of osteopathy and who meets th <br />educational and experience requirements if the governor appoints an executiv <br />director who idoes not have such qualifications. Requires the appointment 0 <br />a chief mediqal officer to be made upon consultation with the governor an <br />with the consent of a majority of the members of the senate. Directs th <br />appointment to be made within 3 months after the executive director' <br />appointment ;Ls confirmed by the senate. Specifies the chief medical <br />officer's duties. <br /> <br />APPROVED by Gbvernor May 23, 1996 <br /> <br />EFFECTIVE July 1, 1996 <br /> <br />H.B. 96-1197 :Air aualitv - rules - economic and risk analvses - multi-media <br />environmenta11integration issues. Extends current requirements for economic <br />and risk analyses of proposed stationary-source air pollution rules to <br />include rules; that apply to mobile sources. In provisions listing the <br />criteria for ilnvoking some analysis requirements, removes the. criterion "not <br />required by the federal [Clean Air] act", leaving as the only 2 criteria that <br />the proposed ~tate rule either "exceeds the requirements of" or "differs <br />from" federal ,law or rules. <br /> <br />Eliminates current provisions creating an advisory committee to address <br />multi-media environmental integration issues. <br /> <br />APPROVED by Governor June 1, 1996 <br /> <br />EFFECTIVE June 1, 1996 <br /> <br />H. B. 96-1239 : Property tax - valuation of water riahts. Provides that <br />exchanged water rights and nonexempt dams, ditches, pipelines, canals, <br />flumes, reserv~irs, bypasses, conduits, wells, pumps, or other associated <br />structures or devices used to produce, hold, transport, measure, or exchange <br />water shall be valued for property tax purposes with the item of real <br />property served; by the water. Clarifies that valuing real property and the <br />water rights serving the real property as a unit means that any increase in <br />value of the real property served with water made available directly, or by <br />exchange, by the use of any dam, ditch, pipeline, canal, flume, reservoir, <br />bypass, conduit, well, pump, or other associated structure or device shall be <br />included in the: valuation of the real property served by the water rights. <br />
