<br />w <br />00 <br />CO <br />CJ) <br /> <br />(Date) <br /> <br />Honorable Rose Mofford <br />Governor of Arizona <br />Statehouse <br />Phoenix, Arizona 85007 <br /> <br />Dear Governor Mofford: <br /> <br />Enclosed is a copy of the Report on the 1990 Review, Water Quality <br />Standards for Salinity, Colorado River System, approved on May 22, <br />1990, by the seven-state Colorado River Basin Salinity Control <br />Forum. <br /> <br />Subsequent to the May approval, two regional public meetings were <br />held to provide an opportunity for those who desired to present <br />comments or suggestions on the report. The meetings were held on <br />September 17, 1990', in Price, Utah, and 'on September 18, 1990, in <br />Las Vegas, Nevada. . <br /> <br />Also enclosed is a copy of Forum's Supplemental Report which <br />includes modifications to the May report based on comments and <br />suggestions received. The supplement was approved by the Forum on <br />October 24, 1990. The May report and the October supplement <br />constitute the 1990 Review of the water quality standards for <br />salinity of the Colorado River system. <br /> <br />Section 303(c)(1) of 'the Clean Water Act requires: <br /> <br />The Governor of a state or the state water pollution control <br />agency of such state shall from time to time (but at least <br />once each three-year period beginning with the date of <br />enactment of the Federal Water Pollution Control Act <br />Amendments of 1972) hold public hearings for the purpose of <br />reviewing applicable water quality standards and, as <br />appropriate, modifying and adopting standards. Results of <br />such review shall be available to the Administrator. <br /> <br />The enclosed report and supplemel1t recommend no change in the <br />numeric criteria for salinity, but reflect changes in the plan of <br />implementation previously adopted by the Forum. The Forum urges <br />that each state's water quality control agency adopt the 1990 <br />Review as appropriate, thus preserving the basinwide approach to <br />salinity control developed by the Basin states over the last 15 <br /> <br />2 <br />
