<br /> <br />RESOLUTION <br /> <br /> <br />w <br />CO <br />..... <br />W <br /> <br />OF <br /> <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />in support of the <br /> <br />1990 Review, Water Quality Standards for Salinity <br />Colorado River System <br /> <br />WHEREAS, the salinity of the Colorado River is of great <br />concern to the nearly sixteen million people in California who rely <br />on the river in full or in part to meet their domestic, municipal, <br />and industrial water needs and to those who rely on the river to <br />farm over 650,000 acres of irrigated lands; and <br /> <br />WHEREAS, water quality standards for salinity, including <br />numeric salinity criteria and a plan of implementation to maintain <br />the standards, were established by the seven-state Colorado River <br />Basin Salinity Control Forum in 1975, adopted by the seven Basin <br />states, and approved by the Environmental Protection Agency as a <br />basinwide approach to controlling salinity of the Colorado River; <br />and <br /> <br />WHEREAS, Section 303 of the federal Clean Water Act requires <br />that the water quality standards be reviewed from time to time, but <br />at least once during each three-year period; and <br /> <br />WHEREAS, pursuant to Section 303 of the Clean Water Act, <br />reviews of the Colorado River water quality standards for salinity <br />were conducted in 1978, 1981, 1984, and 1987 wherein it was found <br />that the 1975 numeric salinity criteria were still appropriate and <br />wherein the plan of implementation was reviewed and modified to <br />accommodate necessary changes; and <br /> <br />WHEREAS, the proposed Colorado River Basin Salinity Control <br />Forum's 1990 review of the water quality standards for salinity <br />recommends that no changes be made to the 1975 numeric salinity <br />criteria but that the plan of implementation be modified to reflect <br />necessary changes since 1987; and <br /> <br />WHEREAS, the numeric salinity criteria are not expected to be <br />exceeded during the next three-year review period; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Colorado River Board <br />of California fully supports the Colorado River Basin Salinity <br />Control Forum's Report on the 1990 Review, Water Quality Standards <br />for Salinity, Colorado River System; and <br /> <br />BE IT FURTHER RESOLVED THAT the Colorado River Board of <br />California urges that the recommended schedule of the plan of <br />implementation be strictly adhered to; and <br /> <br />19 <br />
