<br />We also endorse the program because it has combined <br /> <br /><;..., <br />(.0 <br />o <br />i-~ <br /> <br />structural, non-structural, point and non-point control <br />strategies to identify the most cost-effective ways of <br /> <br />maintaining the water quality standards. <br /> <br />Further, the CRRC is cognizant of the fact that the <br /> <br />seven Colorado River States -- Wyoming, Arizona, California, <br /> <br />Colorado, Nevada, New Mexico and Utah -- and a broad <br /> <br />spectrum of federal agencies have cooperatively formulated <br />and adopted an implementation plan. <br /> <br />When carefully weighing these and other factors as <br />spelled out in the review dated May 1990, the CRRC endorses <br />the report and salutes you for your continued efforts in <br />controlling salinity in the Colorado River to the benefit of <br /> <br />farmers, recreationa1ists, the environment, municipalities <br /> <br />and water and power users -- the same constituency as the <br /> <br />CRRC. <br /> <br />Thomas E.
