$2.09/kW-month and an energy charge of 5.0 mills/kWh. This is equal to
a combined energy and capacity rate of 9.92 mills/kWh, when calculated
at a 58.2 percent load factor. The current Integrated Projects firm
power rate is the same as the last CRSP-only rate, which was in effect
from June 1983 through September 1987. Because RGP and Collbran are
very small relative to CRSP, their effect on the CRSP rate was
negligible when the projects were integrated.

Until integration on October 1, 1987, the historic capacity and energy
rates of the various projects were:
Combined Rate
Capacity Energy at 58.2 Percent
FY Charge Charge Load Factor
Project Effective ($/kW-month) (mi 11 s/kWh) (mill s/kWh)
CRSP 1962 1.275 3.000 6.00
1974 1.320 3.000 6.11
1977 1.340 3.400 6.55
1981 1. 655 4.000 7.89
1983 2.090 5.000 9.92
Collbran 1963 N.A. 1/ 10.600 10.60
1984 N.A. PROPOSED FIRM POWER RATE

Based on data available as of August 1989, an Integrated Projects PRS
showed that the existing rate would not provide sufficient revenues to
repay the costs assigned to power within the required period.

A revised PRS was then prepared to determine the power rates needed to
assure the timely payment of all revenue obligations assigned to the
power function. The revised PRS shows that an energy rate of
6.64 mills/kWh and a capacity rate of $2.82/kW-month, effective
October 1, 1990, would meet revenue requirements. The proposed firm
power rates assign the same share of total firm power cost to capacity

5
