<br />Five powerplants haye been installed at three of the four CRSP <br />storage units. The Flaming Gorge Unit's Powerplant came on line <br />in November 1963, followed by the Glen Canyon Unit's Powerplant in <br />September 1964. In the Aspinall Unit, the Blue Mesa Powerplant <br />came on line in September 1967, the Morrow Point Powerplant in <br />December 1970, and the Crystal Powerplant in September 1978. A <br />powerplant has been installed on one of the twenty participating <br />projects, and powerplants may be installed on other participating <br />projects where such developments are found to be feasible and are <br />authorized by Congress. The Fontenelle Powerplant of the <br />Seedskadee participating project came on line in May 1968. <br /> <br />CRSP transmission facilities consist of a high-voltage trans- <br />mission grid to deliver power to certain delivery points, to <br />provide interconnections among the CRSP powerplants, and to <br />interconnect with other existing Federal and non-Federal <br />transmission systems. <br /> <br />B. Rio Grande Project. RGP was initially authorized as an irrigation <br />project by the Act of February 25, 1905, ch. 798, 33 Stat. 814. <br />Elephant Butte Dam was completed in 1916. The construction of <br />Caballo Dam, a flood control and regulating structure located <br />downstream from Elephant Butte, was completed in 1938. <br /> <br />The Interior Department Appropriation Act, 1938, ch. 570, 50 Stat. <br />593, of August 9, 1937, provided for the application of power <br />revenues toward repayment of the project. The Elephant Butte <br />Powerplant was constructed between 1938 and 1940 and went on-line <br />in January 1941. Except for the Elephant Butte Switchyard, no <br />transmission facilities are associated with the Elephant Butte <br />Powerplant. The project is operated as an irrigation water supply <br />project, and power generation is secondary in priority. <br /> <br />C. Collbran Project. The Act of July 3, 1952, ch. 565, 66 Stat. 325, <br />authorized the Secretary of the Interior to construct, operate, <br />and maintain Collbran for the purpose of supplying water for <br />irrigation, producing hydropower and, incidental to irrigation and <br />hydropower, for preservation of fish and wildlife. The project <br />features include the Vega Dam and Reservoir, the Upper and Lower <br />Molina Powerplants, and various diversion dams, waterways, <br />pipelines, and penstocks. Transmission facilities connect the two <br />powerplants with the Collbran Switchyard, which is owned by a non- <br />Federal utility. <br /> <br />Appendix B lists the projected Integrated Projects generating <br />capabilities with planned uprating of the generators through replacing <br />stator windings, rotor poles and windings, and by making other <br />electrical and mechanical modifications as needed. <br /> <br />IV. HISTORY OF POWER RATES <br /> <br />The current Integrated Projects firm power rate has been in effect <br />since October 1, 1987, when CRSP, RGP, and Collbran were integrated to <br />establish a common rate.
