<br />irrigation block is a portion of a total participating project <br />or unit which would be able to function in some capacity with- <br />out the assistance of the rest of the project or unit. At the <br />time of the FERC order, there was an incomplete understanding <br />of the criteria to be used for excluding the costs of the <br />participating projects' irrigation blocks from the CRSP PRS <br />rate-setting years. Most of the costs of the Bonneville Unit <br />were removed from the rate-setting years, even though construc- <br />tion on the unit was almost half complete, because unfinished <br />sections of the unit had not yet met all preconstruct ion <br />criteria. <br /> <br />Extensive discussions between Western and Reclamation in <br />FYs 1988 and 1989 have resulted in more Bonneville Unit costs <br />being included in the rate-setting years in the FY 1989 CRSP <br />Preliminary PRS. Inclusion of these costs in the FY 1989 CRSP <br />Preliminary PRS rate-setting years significantly impacts this <br />rate increase. Appendix V shows the decision flowchart for <br />determining placement in the rate-setting years. <br /> <br />The Bonnevi 11 e Unit cons i sts of four "systems," identified <br />according to purpose or location: <br /> <br />a. Collection System. The Collection System canals and <br />reservoirs will gather much of the water which would <br />ordinarily go from eastern Utah into the Green River, and <br />from there into the Colorado, and retain it for use in <br />Utah. The cost of the Collection System has been <br />allocated between irrigation and M&I use. That part of <br />the cost assigned to irrigation is largely the <br />responsibility of CRSP to repay through apportioned power <br />revenues. <br /> <br />Status: Construction is almost complete. The costs are <br />included in the rate-setting years of the CRSP PRS. <br /> <br />FY 1989 Power Repayment Responsibility: $527,326,000 <br /> <br />b. M&I System. The M&I System will take water from the <br />Collection System and distribute it to the urbanized <br />Wasatch Front for M&I use. M&I water users are <br />contractually responsible for up to $481,125,000 in <br />construction cost. <br /> <br />Status: Construction is almost complete. <br /> <br />FY 1989 Power Repayment Responsibility: $0 <br /> <br />c. Diamond Fork System. Located on Diamond Fork Creek, this <br />system is the pipeline and reservoir system which will <br />transport the water from the collection system to farmers <br />in Central Utah. <br /> <br />22 <br />
