pad and road already exist on the site. Reclamation would use the existing well
pad location and remain close to the existing road alignment. Sore noticeable
disturbance to the area would occur during construction and the test, but if the
test is successful, Reclamation would design all permanent facilities to blend
with the natural surroundings and minimize impacts to this section of river.

30. Page 24: The last paragraph fits into the Recreation/Scenery section better
than the Wild/Scenic Rivers.

Response:

The text has been changed to reflect this ccmnent.

3l. Ccmrent:

3. Page 25 - The matrix should identify positive impacts of proposed
construction of a raft take-out point. The statements regarding impacts to
scenery here do not track with those in the matrix on page 25 (Le. how low is
"low in profile"? How far is "away fran the river"?) These impacts are
difficult to assess as stated. Please clarify and quantify, if possible.

Response:

Construction of the raft take-out facility was a carrnitment under the Dolores
Project and is not related to this test facility. "LoN in Profile" is a
relative term. All test facilities would be constructed to keep their height as
low as possible while still maintaining operational efficiency. The matrix has
been changed to incorporate this ccmrent. Accordingly, all facilities would be
constructed as far away fran the river as possible.

32. Ccmrent:

Irrpacts to wild and scenic rivers are not assessed adequately in this ~.
"offsetting foregone values" in a potential wild river section, if possible,
does not negate the fact that the values are no longer present.

Response:

The area chosen for the injection well test was already a site for an oil well
and is located just downstream of an area that was placer mined. Also, an
unimproved dirt road exists in the area. Reclamation would use this site to
lessen impacts to the proposed wild and scenic river corridor.

33. Ccmrent:

l. What are long-term losses to wildlife? What species would be lost?

Response:

As stated in the assessment there would be a minimal permanent loss of habitat
for a few species of small rodents. Although the specific species lost is

33

C 0007~J
