These facilities are <br />located on the east side of the Dolores River, with only portions of the <br />pipeline within the 100-year flood plain. When designed, these features would <br />include Jreasures to include any drainage problems. Based on their location, no <br />flooding problems are anticipated. <br /> <br />24. Cannent: <br /> <br />4. Is a dredge and fill (404, or NPPES 402) permit required? The OCR should <br />contact the Army Corps of Engineers with their proposal. The description of the <br />proposal is too sketchy to determine what disturbance would occur to the river. <br /> <br />Response: <br /> <br />Reclamation has consulted with the Corps of Engineers, which determined no 404 <br />or 402 permits are required. See response to Ccmrent 12. <br /> <br />25. Ccmrent: <br /> <br />5. Have the proposed leach field-septic system design and location for the <br />processing and warehouse facility been approved by the Montrose County <br />Sanitarian? <br /> <br />Response: <br /> <br />The designs for these facilities have not been canpleted. When canpleted, they <br />will be submitted to the proper agencies for review' and approval. <br /> <br />26. Ccmrent: <br /> <br />6. WOuld the injection well and all related facilities be located out of the <br />10 O-year floodplain? Is any disturbance within the 100-year floodplain <br />boundary? What affects would McPhee Reservoir have on potential flooding? <br /> <br />Response: <br /> <br />As noted in the response to ccmrent 23, the injection well and the treatment <br />facilities would be located outside the 100-year flood plain. A portion of the <br />pipeline North of Highway 90 and, depending on its final location, the brine <br />transfer pumps may lie within this flood plain. McPhee Reservoir with its <br />storage capacity lessens the probability of downstream flooding. <br /> <br />27. Ccmrent: <br /> <br />7. Referr ing to the mitigation plan on page 9, the ~ should include more <br />specifics on the mitigation Jreasures to be errployed to protect water quality and <br />soils. <br /> <br />Response: <br /> <br />The Spill Prevention Plan to be prepared by the contractor would be a detailed <br />document that would adequately protect the water quality of the Dolores River. <br /> <br />31 <br /> <br />C1 '](73 <br />
