<br />BIM's Wilderness Managerrent policy, dated September 24, 1981t states the <br />follDti'ing: <br /> <br />Buffer Zones and Adjacent Lands <br /> <br />No buffer zones will be created around wilderness areas to <br />protect them from the influence of activities on adjacent land. <br />The fact that non-wilderness activities or uses can be seen or <br />heard from areas within the wilderness shall not, of itself, <br />preclude such activities or uses up to the boundary of the <br />wilderness area. <br /> <br />When activities on adjacent lands are proposed, the specific <br />impacts of those activities upon the wilderness resource and upon <br />public use of the wilderness area will be addressed in <br />environmental assessments or environmental impact staterrents, as <br />appropriate. Mitigation of impacts from outside wilderness will <br />not be so restrictive as to preclude or seriously impede such <br />activities. <br /> <br />The construction of the test well would affect the visual quality and noise <br />levels of the area. This effect would be teqJOrary and of minor intensity. <br />Therefore, the test project would be in compliance with the BIM Wilderness Study <br />Area Managerrent Policy. If the test proves successful, a carplete analysis of <br />impacts to the wilderness study area would be included in a supplerrent to the <br />FES on the project. <br /> <br />Wild and Scenic Rivers <br /> <br />The proposed test site would be within the proposed Dolores wild and Scenic <br />River corridor (J):)lores River wild and Scenic River Study, March 1976). The <br />ELM's proposed wild and scenic river designation would extend from Little Gypsum <br />Valley Bridge to 1 mile upstream of the Colorado Highway 90 bridge near Bedrockt <br />as shown on the frontispiece map. <br /> <br />The follDti'ing criteria are smrrnarized from the "Guidelines for Evaluating <br />Wild, Scenic, and Recreational River Areas proposed... under Section 2, Public <br />Law 90-542." These criteria were used to determine the classification <br />eligibility of the various river segments. <br /> <br />1. F1Dti'-Free flDti'ing. Low dams, diversion works or other minor <br />structures which do not inundate the natural river bank may not bar <br />consideration as wild. Future construction restricted. <br /> <br />2. Accessibilty--Generally inaccessible by road. No roads in <br />narrDti', incised valley. If broad valley, no road within 1/4 mile <br />of river bank. One or two inconspicuous roads to the area may be <br />permissible. <br /> <br />3. Shorelines--Shorelines essentially primitive. One or two <br />inconspicuous dwellings, limited amount of domestic livestock, and <br />land devoted to production of hay may be permitted.
