.

.

6.1.2 Phase II Plan of Study

Once the features are selected for the Phase II work, the
contractor will be required to prepare a Plan of Study (POS) on which an
evaluation can be based. For each feature the POS should describe how
the contractor plans to collect data specified in section 6.2; prepare
designs and estimates as specified in section 7; identify the type and
number of personnel to be employed; list equipment and techniques to be
used; and state the estimated time and cost to complete these data collec-
tion programs. The POS will include an activity network covering the entire
program. The network should show all activities of 2 weeks or more duration
and significant events.

The POS should be transmitted to Water and Power within 30
days after the data collection programs identified in section 6.2 and the
design criteria identified in section 7.1.2 have been transmitted to the
contractor. Water and Power will review and evaluate the data collection
programs proposed by the contractor. Based on this evaluation, the contractor
may be requested to revise the POS and the Cost Estimate.

6.2 Phase II - Data Collection

Phase II of the contract will consist of collecting design data
for the purpose of completing designs and estimates for project features
selected as a result of Phase I of this contract and collecting environ-
mental site specific data for use in developing the project's environmen-
tal impact statement.

6.2.1 Design Data Collection

For Phase II, the contractor will be responsible for collect-
ing hydrologic, geologic, and engineering design data for the features identi-
fied in Phase I. A design data collection program will be developed by the
contractor for each feature, but design data will be basically collected in
accordance with Part 133.3 of Water and Power Instructions as supplemented or
revised at the time this phase of the contract is negotiated. All design data
packages will be subject to review and revision including, but not limited to,
the collection of additional design data.

6.2.2 Collection of Other Pertinent Data

6.2.2.1 Environmental Data

The contractor will be responsible for collec-
ting site specific environmental data on the selected plan or plans as speci-
fied by Water and Power but basically as described in Reclamation Instructions
Series 350, Part 376, and the Environmental Qualit Assessment in Multi-
objective Planning, Council on Environmental Quality Regulations July 30,
1979), and as may be supplemented or revised at the time this phase of the
contract is negotiated.

D-13
