Concurrently, the contractor will assess the environmental <br />impacts of the proposed alternative plans. In accordance with Federal regu- <br />lations regarding water resource development, Water and Power will organize a <br />planning team. To be responsive to the team in evaluating alternative plans, <br />the contractor will become familiar with the Principles and Standards for <br />Planning Water and Related Land Resources. The contractor will meet twice <br />with Water and Power to discuss progress made during the problem identifica- <br />tion and quantification activities of Phase I. In addition, the contractor <br />will attend two public involvement and/or interagency meetings during the plan <br />formulation portion of the program which will be under the direction of Water <br />and Power. In the plan formulation portion, Water and Power will organize a <br />Planning Team and possibly conduct several public and team meetings as neces- <br />sary to provide input and guidance for continuing the investigations. Phase <br />II work will involve collecting hydrologic, geologic, engineering, and environ- <br />mental data for the plan selected in Phase I and preparing related feasibility <br />designs and estimates. Phase II requirements are discussed in section 6. <br /> <br />4.1.1 General Reference Material <br /> <br />The following reference material to be used in this contract <br />IS available for inspection at Water and Power offices in Grand Junction, <br />Colorado, and Salt Lake City, Utah. <br /> <br />a. Principles and Standards for Planning Water and Related <br />Land Resources. <br /> <br />b. Water and Power Instructions Series 110, 130, 150, and 350. <br /> <br />c. Environmental Quality Assessment in Multiobjective <br />Planning, November 1977. <br /> <br />d. Regulations for Implementing the Procedural Provisions <br />of the National Environmental Polic Act, Council on <br />Environmental Quality Effective Date - July 30, 1979). <br /> <br />4.1.2 Coordination with Federal, State, and Local Government <br /> <br />Water and Power will' ensure that coordination and communica- <br />tions are maintained with the appropriate Federal, State, and local government <br />agencies. The contractor will attend meetings and present reports as identi- <br />fied in section 5.4, Reports and Meetings. <br /> <br />4.2 Phase I Investigation <br /> <br />This phase of the work incorporates problem identification, plan <br />formulation, preparation of environmental assessments, meetings, and report <br />preparation.
