<br />. <br /> <br />. <br /> <br />GLENWOOD-DOTSERO SPRINGS UNIT <br />COLORADO RIVER WATER QUALITY IMPROVEMENT PROGRAM <br /> <br />Work Statement <br /> <br />1. INTRODUCTION <br /> <br />The Glenwood-Dotsero Springs Unit lies along a l6-mile reach of the <br />Colorado River between Glenwood Springs and Dotsero in west central Colorado. <br />At each end of Glenwood Canyon, numerous thermal saline springs and associated <br />ground water systems combine to make the largest point source contribution of <br />total dissolved solids (over 500,000 tons/year) in the Upper Colorado River <br />Basin. The Dotsero Springs are at the upper end of Glenwood Canyon and the <br />Glenwood Springs are at the lower end. <br /> <br />1.1 Purpose of the Investigation <br /> <br />The purpose of the Glenwood-Dotsero Springs Unit investigations is <br />to interpret the saline ground water systems and identify, study, and evaluate <br />alternative plans, which if implemented, would reduce the current salt con- <br />tribution. Each alternative plan will be evaluated by the contractor from <br />technical and economic standpoints, and an environmental assessment will be <br />prepared for each plan. Of particular concern will be disposal methods <br />because of the large volume of water and salts produced by these springs and <br />possibly by other units of the Colorado River Water Quality Improvement <br />Program. Because of this large volume, the search for disposal locations may <br />encompass a large study area. This solicitation is designed to obtain the <br />services necessary to conduct these studies. <br /> <br />1.2 Objectives of the Investigation <br /> <br />The objectives of the investigation are to identify plans that would <br />substantially reduce the salt contribution to the river. Data and information <br />gathered by the contractor will be used by Water and Power and will be the <br />basis for selecting a plan to control the Glenwood-Dotsero Springs Unit salt <br />contributions. <br /> <br />1. 3 Authority <br /> <br />The Colorado River Basin Salinity Control Act of 1974, Public Law <br />93-320 (88 Stat. 266, June 24, 1974), provides for the construction, operation, <br />and maintenance of certain works in the Colorado River Basin to control the <br />salinity of water available to users in the United States and Mexico. Title <br />II of the Act provides for the construction, operation, and maintenance of <br />four salinity control units as the initial stage of the Colorado River Basin <br />Salinity Control Program. Title II of the act also provides for expediting <br />feasibility level planning of 12 other control units. The Glenwood-Dotsero <br />Springs Unit is one of the 12 units authorized for feasibility level planning. <br />Another unit, the Meeker Dome, was added after passage of Public Law 93-320. <br /> <br />D-l <br />
