<br />6.1.4 PROCESS FOUR - The final process of the overall evaluation <br />process will be the selection of that offer which represents the best combination of <br />technical merit and related cost to Water and Power. For purposes of this <br />solicitation, technical merit and timeliness of completion will be weighted <br />at 80 percent and the related cost will be weighted at 20 percent. <br /> <br />6.2 EVALUATION CRITERIA - The TPEC'shall evaluate the technical proposals <br />according to the criteria listed below. Note the criteria differ for Phase II <br />of the work. <br /> <br />6.2.1 PHASE I EVALUATION CRITERIA - The criteria listed below <br />shall comprise 3/4 of the total evaluation weight. <br /> <br />6.2.1.1 MANAGEMENT OF INVESTIGATIONS - Includes general <br />overall plan too accomplish the principal technical requirements, marshalling <br />the appropriate personnel, management of physical resources, management of <br />data analysis and reports, method of organizing field and office engineering <br />efforts, and means to relate the field effort to the requiredenginee.ring, <br />environmental, and economic analyses. 25% <br /> <br />6.2.1.2 BACKGROUND'AND EXPERIENCE - Includes accomplishments <br />1n the field water resource planning, design, estimating, and preparation <br />of environmental assessments; with particular emphasis on how these relate to <br />salinity control projects and ground water programs. 20% <br /> <br />6.2.1.3 STAFF - Includes academic training, field experience, <br />publications, successful performance of previous investigations by principal <br />investigator and professional staff. Background, experience, and capability of <br />technical and administrative staff. 15% <br /> <br />6.2.1.4 BACKGROUND AND EXPERIENCE OF SUBCONTRACTORS AND OR <br />CONSULTANTS - Includes the same factors listed in 6.2.1.2. above. 10% <br /> <br />6.2.1.5 PHYSICAL AND TECHNICAL RESOURCES - Includes office <br />and laboratory space and equipment, drafting, transportation, and the sundry <br />equipment needed to accomplish the work. Also includes the availability of <br />specialized items such as: <br /> <br />a. <br /> <br />Flow measuring devices such as Price current meters <br />or portable critical flow flumes. <br /> <br />b. <br /> <br />Earth surface and water temperature measuring <br />devices. <br /> <br />c. <br /> <br />Portable electrical conductivity bridges and pH <br />meters. <br /> <br />d. <br /> <br />Surveying equipment. <br /> <br />e. <br /> <br />Equipment necessary for collection, transportation, <br />and preservation of chemical samples of water and <br />soil. <br /> <br />f. <br /> <br />Downhole geophysical capability. <br />C-8 <br />
