<br />00 2428 <br /> <br />activities and information products would concentrate on the evaluation of <br />water resources, and water-qual ity aspects of environmental assessment methods. <br />This would be preceded by del ineating a selected number of energy-development <br />proposals and by utilizing existing methods for determining generated resid- <br />uals and loadings. The coordinated regional residuals-management analysis <br />should provide information to the basin assessment in the following areas: <br /> <br />1, Activity levels and residuals generation of socioeconomic sectors; <br /> <br />2, Air-quality and ecological components of environmental-assessment <br />methods; and <br /> <br />3. Development of quantitative procedures for screening and evaluating <br />energy-proposal op.tfons., <br /> <br />If these coordinated efforts with the residuals-management analysis do not <br />attain, anticipated outcomes, or are not forthcoming within scheduled deadl ines <br />of the Yampa River basin assessment, the resultant, information products will <br />be weak in these areas. The basin-assessment project staff will attempt to <br />contribute to deficient areas as they become apparent, within manpower capa- <br />bil ities and other resource constraints, <br /> <br />Descriptions of the work tasks outl ined in table 2 are given in the fol- <br />lowing sections of this work-plan report. Comparison of table 2 and figure 2 <br />should be made to see how identified work activities fit into the context of <br />the proposed assessment. <br /> <br />ALTERNATIVE COAL-DEVELOPMENT PROPOSALS <br /> <br />Coal Mining, 1975-90 <br /> <br />In 1975, coa.]" mining in the Yampa River basin produced 4-,4 million tons <br />(4.0 million t). Ac.cording to the Northwest Colorado Coal Environmental Im- <br />pact Statement draft report (U,5-. Bureau of Land Management and U,S, Geolog- <br />ical Survey, written COlMlun., 1976), coal mining in the Yampa River basin for <br />presently identi'ftable operations by 1985 is projected to inc.rease to about <br />20xl06 tons (18x106 t) per year. The bulk of both present and projected coal <br />mining is from Federally leased mineral rights. <br /> <br />The draft Northwest Co ]orado Coa] Envi ronmenta 1 impact Statement est imat- <br />ed' tota"l annual coa.l-mining rates for a three~county area'of 18xl06, 25xl06, <br />and 33xl06 tons (16xl06, 23Xl06" and 30xl06 t) in 1980, 1985, and 1990, re- <br />spect ive ly (U. S, B'Ureau of land Management and U ,$. Geo I ogi ca 1 Survey, wr i t ten <br />COlMlun" 1976), This total coal-mining production projection for all future <br />operations, both present.1y identifiable and proposed, is probably less accur- <br />ate than that for presently identifiable operations. ' <br /> <br />Initially, the generation of coal-mining proposals will be based on the <br />total mining projections of the draft Northwest Colorado Coal Environmental <br />Impact Statement (U,S, Bureau of land Management and U,S. Geological Survey, <br />written commun., 1976).
