Input into <br />the model included the historic flows at the Morrison and Sheri- <br />dan gages on Bear Creek, ditch diversions, reservoir diversions <br />and releases and the ability of EMD's water rights to divert <br />during the irrigation season low flow periods. Assumptions were <br />made to adjust for some irrigation water rights which may be <br />changed to municipal uses.
