The exchange potential is <br />defined as the ability to supply senior appropriators on the <br />South Platte River mainstem with water in storage at Bear Creek <br />Lake at times when those senior appropriators would be calling <br />water past Cherry Creek Reservoir. The exchange. thereby. <br />would allow Cherry Creek Reservoir to retain at least a portion <br />of those waters that otherwise would have had to pass through <br />Cherry Creek dam and reservoir to downstream users.
