<br />. ~ <br /> <br />design modifications, restoration of altered habitat to previous or <br /> <br /> <br />better quality, aggressive habitat management, land from $100 to $1,500 <br /> <br />per acre for wildlife improvements to approximately $2,000 per linear <br /> <br />foot to construct highway bypasses for big game. <br /> <br />Threatened and Endangere~ Species. Populations of Harrington's <br /> <br />penstemon, a candidate threatened or endangered plant species, could be <br /> <br />adversely affected by construction of Eagle-Colorado Reservoir. Site- <br /> <br />specific surveys would be required prior to project construction. <br /> <br /> <br />Appropriate actions would be determined following biological assess- <br /> <br /> <br />ment, as required under the Endangered Species Act to avoid impacts. <br /> <br /> <br />The cost of the survey would be approximately $10,000. <br /> <br />Cultural Resources. Construction of the proposed reservoir and <br />ancillary facilities would affect the Alkali Creek bridge abutments and <br />the Denver and Rio Grande ..Railroad which have been recommended as <br /> <br />eligible for listing on the National Register of Historic Places. <br /> <br />Adverse effects to these. structures would be considered significant <br /> <br />impacts. Similarly, any adverse effects on sny of the 10 cultural <br /> <br />sites known to exist, but which have not been evaluated for listing <br /> <br />eligibility, would be considered a significant impact if the sites were <br /> <br /> <br />later determined to be eligible for listing. Mitigation costs could <br /> <br /> <br />range from $1,500 to $60,000 per site depending on the complexity of <br /> <br />excavation or documentation of sites. <br /> <br />Institutional Issues <br /> <br />The institutional Issues of this project would involve agreements <br />with the Bureau of Reclamation, the Northern Colorado Water Conservancy <br />District, the Colorado River Water Conservation District, and many of <br />the Colorado River water users. The project would require water rights <br />transfer, mitigation, and permits for the reservoirs and pipelines. <br /> <br />23 <br />
